TIE, NIE and registration
Approval is not the final scene. After it, the local actions begin: address, police appointment, fingerprints, card, digital access to government services.
Read in orderNIE is an identification number, TIE is the physical foreigner's card, padrón is the municipal address registration. They are linked but do not replace one another.
When the routemakes sense
- A national visa or residence permit has been obtained.
- A card needs to be issued after arrival.
- An address is required for school, healthcare or municipal procedures.
- You plan to become autónomo, handle taxes or file electronically.
- A card is being renewed or has been lost.
The card is issued after a legal decision
TIE confirms an already granted permit. For fingerprints you usually need a passport, the decision or visa, form EX-17, a photo, proof of the fee and address documents to the extent required by the specific police station.
The appointment is chosen under the Expedición de Tarjeta de Identidad de Extranjero procedure. The name of the service and slot availability differ by province, so first check the correct appointment type.
Padrón records actual residence
Empadronamiento is arranged at the ayuntamiento of your place of residence. The basis is a rental contract, ownership or another admissible proof of address; the exact list is set by the municipality.
Registration is needed in many everyday processes but does not itself legalise your stay. A fictitious registration creates risk for both the applicant and the property owner.
Digital access saves months
Cl@ve and certificado digital let you receive notifications, certificates and file some applications online. A notification in the electronic system may be deemed served even if it was not opened in time.
After the basic registration you build a personal map: bank, tax office, social security, healthcare, school, driving documents and renewal.

Where a case breaks
Wrong cita procedure
An appointment to assign a NIE does not replace an appointment to issue a TIE and vice versa.
Fictitious padrón
Municipal registration must reflect the real address of residence.
Missed notification
Check the electronic mailbox regularly; the response deadline may run without a paper letter.

If the answer changes with a single fact, that is not a detail — it is a reason to review the situation separately.
01Are NIE and TIE the same thing?
No. NIE is a foreigner's personal number, TIE is a plastic card that confirms status and contains that number.
02Does registration give the right to live in Spain?
No. Padrón records an address in the municipality but does not create immigration status.
03Can you get a TIE without fingerprints?
First issuance of the card for the applicable categories requires in-person identification and biometrics.
04What if the card is still being made and I need to travel?
In some situations an autorización de regreso is used. It has its own grounds, term and limits, so plan the trip in advance.
